Accommodation tax in Japan, by municipality
67 prefectures and municipalities charge, or will soon charge, an accommodation tax (shukuhakuzei). 49 of them are charging it as of 2026-11-05. The guest is the taxpayer; you collect it with the room charge and pay it to the local government (this is called tokubetsu choshu, special collection).
How to read this
- Per person, per night. Almost every rate is per guest per night, not per room.
- Room charge excluding consumption tax. The taxable amount is normally the room-only price: meals and consumption tax are excluded, service charges are included. Divide a per-room price by the number of guests.
- Threshold. Where there is one, stays below it are not taxed. Watch whether the ordinance says "less than" or "at or below" — the two differ by one yen at the boundary.
- Both taxes can apply. Where a prefecture and a municipality both charge, your guest pays the sum. In Kutchan (Hokkaido) the town collects a single combined rate instead.

Each municipality's page (in Japanese) has a calculator, the full rate table, exemptions, the filing deadline and a link to the official forms. The calculator works the same in any language — enter the price, the number of guests and the number of nights.
Filing
- Most municipalities want the return and the payment by the last day of the following month. Some use a different day (Gero City and Matsuyama City use the 15th), and Hokkaido and a few cities file once every three months.
- Many allow you to apply for a quarterly filing if your tax is small enough.
- Where a prefectural and a municipal tax both apply, you usually file both through the municipality.
- You normally have to register as a collecting agent before you start operating.

Bathing tax is a separate thing
If your property has a hot spring (onsen), a bathing tax (nyuto-zei) may also apply. The standard rate is ¥150 per person per day, but municipalities set their own — some reduce it for day visitors, some scale it by price, and Beppu bases it on room charge plus food and drink.
